Two Opt Out Actions

1. Each high school receiving federal funding is REQUIRED to turn over student information (name, address, phone number) to local military recruiters unless parents opt out in writing. You need to contact your local school superintendent and generate a letter to opt out your child. Section 9528 on pages 559 and 560 of the 670-page reauthorization of the Elementary and Secondary Education Act (ESEA), commonly known as the No Child Left Behind Act of 2001: SEC. 9528. ARMED FORCES RECRUITER ACCESS TO STUDENTS AND STUDENT RECRUITING INFORMATION.  If you'd like more information on No Child Left Behind and School Opt-Outs, contact Molly Gibbs mgibbs@olywa.net They can leave a message at (360) 412-1519 and she will contact you to make sure you get a form before Sept 30.

2. At the same time, you also should print a letter to the Pentagon to opt out of their database. The Pentagon has developed a database of 30 million 16-25-year-olds, including name, address, email addresses, cell phone numbers, ethnicity, social security numbers and areas of study. This database is updated daily and distributed monthly to the Armed Services for recruitment purposes. You may "opt out" of this list by sending in the form generated through Leave My Child Alone, and your child's information will be moved to a "suppression file." The Pentagon retains the information, but does not release it. The fact that the data is maintained in a "suppression file" hardly grants parents peace of mind. With recent reports of massive security breaches at data firms, the fact that such detailed information about our sons and daughters has been in use for 3 years without parental consent or knowledge is troubling.

No Child Left Behind Opt-Out Form

Most parents are unaware that a federal law called the No Child Left Behind Act contains a provision that requires schools who receive public funding to violate family privacy by handing over personal information about students including names, home addresses and phone numbers to local military recruiters.

The good news is that students over the age of 18 or parents of minors may remove their children from this list by submitting a request in writing to their school administrator.

JAMR Recruiting Database Opt-Out Form

The Pentagon's new database, known as the Joint Advertising and Market Research Recruiting Database, contains extensive information on 30 million young Americans between the ages of 16 to 25. The JAMR's database is updated daily with new records and includes such information as social security number, ethnicity, grade point average, areas of study, height, weight, postal and email address, selective service registration, and phone number.

The very existence of the database is an unlawful and unwarranted violation of the privacy rights of our children. It’s also a clear warning to every mother in America that the Department of Defense, desperate to fill boots on the ground in Iraq, is more than willing to circumvent the law to ensure that no child is left un-recruited.

Any student 18 or older can elect to have their name and contact information removed from the Joint Advertising and Marketing Research Database that is being compile by the Department of Defense. Parents may sign the JAMR database opt-out form for their minor children.
